RÉCOR BODS v0.4 export profile

This document is the RÉCOR BODS v0.4 export profile: a dated, self-declared reference describing how RÉCOR — SIGIL's sovereign beneficial-ownership registry designed for Cameroon — maps its export to the Beneficial Ownership Data Standard (BODS) v0.4 and how that export is designed to satisfy FATF Recommendations 24 and 25. It is written for transparency researchers, standards bodies, and procurement analysts, and is accompanied by a machine-readable profile and an entirely synthetic example dataset.

Purpose and status

This profile documents, in one citable place, the mapping between RÉCOR's export and the Beneficial Ownership Data Standard (BODS) v0.4, maintained by Open Ownership. It is version 1.0, dated 6 September 2026, published by SIGIL SARL of Buea, Cameroon, and released under the Creative Commons Attribution 4.0 licence.

The profile is self-declared. It describes intended mappings as designed by SIGIL; it has not been certified or validated by any third party, and it makes no conformance-certification claim. RÉCOR itself is pre-deployment: no live deployment has produced the exports this profile describes. For what RÉCOR is and how it works, see the RÉCOR system page.

RÉCOR was fully demonstrated to, and acknowledged by, Open Ownership on 1 July 2026. This is a technical demonstration, not an endorsement. The demonstration is listed, with its date, on our record page.

Scope

The export covered by this profile is the open-data face of RÉCOR: the statements a downstream consumer receives once a beneficial-ownership declaration has passed RÉCOR's nine-stage verification pipeline and been accepted for publication. Only accepted declarations are designed to be included; a rejected declaration is designed never to appear in a public export.

Exports are serialised as JSON Lines — one BODS statement per line — so a consumer can validate statement by statement and check that every cross-reference resolves within the same stream. Statement identifiers are minted deterministically from the underlying record and declaration identifiers, so re-exporting the same declaration is designed to yield identical identifiers, and consumers can deduplicate across exports.

Each export is designed to travel inside an integrity envelope: the statement stream, a manifest carrying a BLAKE3 digest of that stream, and an Ed25519 signature over the manifest. The profile also reserves a namespaced extension block (prefix recor:) designed to carry a pointer into RÉCOR's triple-witnessed, Merkle-anchored audit chain, the source-declaration reference, and the disclosure tier — so that a consumer holding only a statement can trace it back to its audit record.

Disclosure is tiered. The public tier is designed to omit date of birth, place of birth, tax residencies, and national identity-document identifiers; those fields are reserved for competent-authority tiers, drawn from the same verified record.

Statement mapping

BODS v0.4 organises beneficial-ownership data as statements about three kinds of record: entities, persons, and the ownership-or-control relationships between them. RÉCOR's export maps each accepted declaration to that model as follows; the machine-readable profile below carries the same mapping in JSON.

BODS v0.4 recordRÉCOR sourceNotes
Entity record (entity)The company named in an accepted declaration: legal name, jurisdiction, registrar identifier, founding date. One per declared company; the profile currently targets registered entities (registeredEntity).
Person record (person)Each natural person identified as a beneficial owner: name and, where recorded, nationality. One per beneficial owner; public-tier exports are designed to omit birth data and national identity numbers.
Relationship record (relationship — ownership or control)The declared interest linking person to company: interest type, share as a percentage range, start date. One per beneficial owner per company; interest types are drawn from the BODS v0.4 interest-type codelist.
Statement envelopeStatement identifiers minted deterministically from the underlying record and declaration identifiers.Re-exporting the same declaration is designed to yield the same identifiers, so consumers can deduplicate.

Interest types on relationship records are drawn from the BODS v0.4 interest-type codelist — shareholding, voting rights, appointment of board, and related values. This profile treats full alignment of the interest-type vocabulary, and coverage of BODS record statuses for updates and closures, as design targets: where the standard and the implementation could diverge, the standard wins and the profile is corrected.

FATF alignment

The Financial Action Task Force Recommendations 24 and 25 ask jurisdictions to ensure adequate, accurate, and up-to-date beneficial-ownership information on legal persons and legal arrangements, with timely access for competent authorities. RÉCOR is designed to satisfy Recommendations 24 and 25; the table maps the core requirements to the mechanism that carries them. None of this is a certification — it is the same self-declared mapping as the rest of this profile.

FATF requirementRÉCOR mechanism (designed to satisfy it)
R.24 — adequate, accurate, and up-to-date beneficial-ownership information on legal personsA nine-stage verification pipeline — including sanctions screening, graph and machine-learning pattern detection, and Dempster-Shafer cross-source fusion — is designed to test every declaration before publication; nothing is published on trust alone.
R.24 — timely access for competent authoritiesA tiered export model is designed to give competent authorities fuller fields than the public tier, drawn from the same verified record.
R.24 — interoperability and open formatsExports to BODS v0.4, an open standard: verified data is portable, machine-readable, and not locked to one vendor.
R.24 — record-keeping and traceabilityA triple-witnessed, Merkle-anchored audit chain is designed to make every change to the register tamper-evident.
R.25 — beneficial ownership of legal arrangementsThe current mapping targets registered legal persons; the profile treats coverage of legal arrangements — which BODS v0.4 can represent — as a design target for a future version.

Synthetic example

The sample file published alongside this profile is entirely synthetic. Every name and identifier is deliberately fake — the company is “Exemple Holdings SARL”, identifiers carry a SYNTH- prefix — and the file opens with a _notice field stating that it is illustrative only, not real data, and not produced by a live deployment. It exists so that a researcher or standards body can see the intended shape of a RÉCOR export — one entity record, one person record, and one relationship record with shareholding and voting-rights interests — without any real declaration existing.

For readability the sample is packaged as a single JSON document carrying a statements array; a production export is designed to be serialised as JSON Lines. Because RÉCOR is pre-deployment, no genuine export exists; publishing one would be fabrication. A synthetic file, clearly labelled, is the honest alternative.

Versioning and contact

This is version 1.0 of the profile. Versions are append-only: a correction or a future BODS release is published as a new, dated version alongside this one; nothing is silently rewritten. When BODS itself moves beyond v0.4, a new profile version will document the difference.
